Biography
Dr. David Rowe is a higher education technology executive and scholar-practitioner with more than twenty years of leadership experience across the University of California, California State University, and California Community College systems.
He currently serves as Associate Chief Information Officer for Academic Applications at the University of California, Davis, where he leads strategy and operations for enterprise academic technologies supporting teaching, learning, and research. His portfolio includes learning management systems, student information systems, instructional technology platforms, and large-scale enterprise integrations.
Prior to joining UC Davis, Dr. Rowe served as Director and Vice President of Application Services for the Los Rios Community College District, overseeing enterprise systems supporting more than 75,000 students and 6,000 employees.
Earlier in his career at Chico State, he held several leadership roles including Senior Director of Enterprise Applications and Manager of Learning Technologies, leading enterprise systems supporting academic and administrative operations and advancing nationally recognized digital accessibility initiatives.
Dr. Rowe has taught information systems courses at Chico State since 2012. His teaching integrates real-world enterprise technology leadership with academic theory to prepare students to lead complex technology initiatives in modern organizations.
